Grinding is core of the game. Proceduraly generated maps would be a save but that is a next level to ask.

I personally have been playing pretty much everyday since launch, and feel like once you've fully built a character there's realistically no new content to pursue.
I have 100% explored only a few areas (not the Huaxu ones), and I feel like I wasted my time doing so, considering how lackluster the rewards were. It's literally faster to get the same, if not much more, rewards through casual grinding than finding chests.

I came back to enjoy the new story. I bet many people did. Sure the hacking made an impact but its hard to prove the game is low on players.

The game isn't necessarily dying. It's more a matter of the dev's not placing in enough end game progression. Most of the end game people that have everything are going into hibernation ---> playing other titles. Population will increase for a short interval once the next story segment comes out but what comes next will depend heavily on the devs dissing the random events and producing permanent modes catering to that percentage of players.
