I have 2 questions.

1. Are the demon wedges shared amongst your character?
2. Let's say I already have a gold tier "Blaze Wing" (just for example only), do I still need to farm for the materials and blueprint to forge another gold tier "Blaze Wing"?

Yes are shared between characters with same elements , as for a plus 10 wedge ( wing violation) you need 10 blueprints and 50 purple wedges to craft
