Character designs are never a coincidence and in fact have to say something about the character/related to their lore and even their attack animations at times. It is definitely not a coincidence that he looks like this said member of the forsaken and since he's hiding his identity and notice how he's the only one with ears like this ? Either outsider was born a member of the forsaken and was later on exiled ( judging by the name of the weapon ) or there's even more to this !
