Yeah u get the friend system after u have some progress in story mode, it is usually around the missions that gets u in between rank 29 and 30

the introduction will end around level 30-36

It's apparently after finishing the entire main quest and getting to trial level 19... I'm already level 27 but the story seems long soo ¯\_(ツ)_/¯
