My guess is steam would be access on a release date. Maybe in steam it can't be "pre-download", because of a separate game launcher. But, maybe I'm wrong 🫠

They told us in the livestream… pre download is available via epic games launcher only. Not via Steam. Even in the future…
Doas DNA provide an own game installer with a launcher? Then there will be pre download available too!
